Abstract:
After the World Summit in 1992, a number of Councils in New Zealand embraced sustainable development and adopted Agenda 21. Successive local government reforms gradually strengthened the legislative requirements for long term, integrated planning, culminating in the requirement for all Councils to develop Long Term Council Community Plans (LTCCPs) in 2002. LTCCPs must cover the “four wellbeings” – economic, cultural, social and environmental – and follow the principle of sustainability.
The presentation traces these developments and shows how local government has incorporated sustainability assessment into decision-making at this level. An example of how one Council has transformed its approach from a provider of local services to a facilitator of sustainable development is given. The presentation then distils the key
features of this approach.
